New Zealand Foreign Affairs Ministry press secretary James Funnell said Mr Sukanaivalu was allowed into their country because his government did not want the work of the Pacific Islands Forum Secretariat to be affected by the travel bans.

"The decision to allow the exemption is in line with the sanctions policy as first imposed, including the right of the NZ Government to consider visa applications on a case-by-case basis and in no way suggests any change of thinking by the NZ Government," he said.

Mr Sukanaivalu said he was grateful to the Forum and especially to New Zealand for allowing him to attend the three-day meeting.
